West Fork School District is seeking a highly organized, detail-oriented, and experienced professional to serve as our Bookkeeper/Human Resources Manager. This dual-role position is critical to the efficient operation of our district, ensuring sound financial practices and effective management of our most valuable asset – our employees. The ideal candidate will possess strong financial acumen, a solid understanding of HR principles, and a commitment to supporting a positive and productive environment for our staff and students.
Reports To: Superintendent and District Treasurer
Responsibilities (Bookkeeping):
- Financial Record Keeping: Maintain accurate and complete financial records for the school district.
- Accounts Payable/Receivable: Manage accounts payable, including processing purchase orders, verifying invoices, and issuing payments to vendors.
- Compliance: Ensure all financial practices comply with eFinance/APSCN-Financial Management System, state regulations, and federal laws.
Responsibilities (Human Resources):
- Recruitment and Onboarding: Oversee the full cycle of recruitment and hiring for all district positions (certified and classified staff), including posting job openings, conducting background checks, and facilitating new employee onboarding.
- Employee Records Management: Maintain accurate and confidential employee personnel files, ensuring compliance with all state and federal record-keeping requirements.
- Payroll Processing: Process all district payrolls accurately and on time, including deductions, benefits, and tax withholdings. Prepare and file all necessary quarterly and annual payroll reports (e.g., W-2s, 1099s).
- Benefits Administration: Administer employee benefits programs, including health insurance, retirement plans, workers’ compensation, and leave entitlements (FMLA, sick leave, etc.). Act as a liaison between employees and benefit providers.
- Policy and Compliance: Develop, implement, and interpret HR policies and procedures in accordance with district guidelines, state and federal labor laws (e.g., ADA, Title IX, FLSA), and collective bargaining agreements (if applicable).
- Reporting: Prepare various HR reports for district administration and external agencies as required.
Qualifications:
- Experience in bookkeeping/accounting, with a strong preference for experience in a public school district or government entity.
- Experience in human resources, with a strong preference for experience in a public school district or educational setting.
- Strong understanding of federal and state employment laws and regulations.
- Excellent computer skills, including advanced proficiency in Microsoft Excel and Word.
- Exceptional organizational skills and attention to detail.
- Strong analytical and problem-solving abilities.
- Excellent written and verbal communication skills
- Ability to maintain strict confidentiality and exercise sound judgment in sensitive situations.
- Ability to work independently and collaboratively within a team environment.
Preferred Qualifications:
- Thorough knowledge of eFinance/APSCN and financial accounting principles.
